Shot & Killed

Luis Herrera, 19, was killed on September 17 when officers from the Los Angeles Police Department arrived at his family’s home in southeast Los Angeles.

Two LAPD Southeast Division officers arrived at Herrera’s home in the 400 block of West 102nd Street around 1:20 p.m. m. to investigate a domestic violence call. According to the Los Angeles Police Department press release, Herrera, who was dressed completely in black, appeared at the front door with “what appeared to be a black rifle.” A newly released video shows officers hiding among the trash cans on the side of the house yelling, “Put that down, put that down” and “Drop that gun.”

In the video, officers repeatedly tell Herrera to drop what appears to be a gun before they start shooting at him. The teen is seen falling to the ground and dropping the gun and appears to be moving but disabled. When the rifle was examined more closely, it was found to be an airsoft gun, a toy that shoots plastic pellets.

The news release said, “Herrera shouldered the rifle and aimed it at officers, resulting in an officer-involved shooting.” Off camera, Herrera’s mother began to scream in pain: “That’s my son!” as an officer repeatedly told the teen to drop the gun. Herrera was handcuffed and bleeding profusely when he was later pronounced dead on the spot.

An investigation revealed that, contrary to what Herrera said in the 911 calls, there was no indication of domestic abuse between her parents. Luis Navarrete, the officer who fired the shots that killed Herrera, has been identified. He has been placed on administrative leave while the LAPD’s Force Investigation Division conducts an investigation.

“We also do not draw any conclusions about whether officers acted in accordance with our policies and the law until all the facts are known and the investigation is complete,” LAPD spokeswoman Capt. Kelly Muniz says in the video.
